Further to my previous comment, even if one includes every conceivable source of revenue related to motorists (all fuel taxes, lot levies, special assessments, parking charges, fines, building prices, etc.) the same report shows that the total revenue is only $15 to $17 billion, which still does not cover the total financial costs of roads (or associated social costs).
