I expect some of this signage is rooted in liability concerns of the campuses, whose lands and grounds are technically private property. The signs are located on internal roads, yes? (Fuzzy on Governors Blvd, which was partially mapped by Google Car -- http://goo.gl/maps/fraxX -- though McMaster was initially left off the car's civic circumlocutions, arriving more than 2 years later, and most campuses are still Streetview-gated.)

A similar impulse might explain why zebra stripes showed up on campus -- as well as local malls like Eastgate and Lime Ridge (which are similarly Streetview-gated) -- long before they spread across the city.

In my experience, campuses also tend to be naturally predisposed to favour pedestrians, while most city spaces do not.
