Until we develop levitating vehicles, then unfortunately the infrastructure will need to be maintained, I understand the Physics behind vehicle weights, very well. I also understand that cars/trucks create far more exhaust and start-up than they do at speed.

There is no guarantee that by choking off the auto traffic that this will insure the modal shift that you seek.

Any resurfacing work completed now has a new bike lane put in and one less lane for autos. Yet there is never anyone in these bike lanes. You can generally fire a cannon down any bike lane in the city.
