Sure - why not? Grade separations have been recommended in locations with much less traffic. It's not always about needs to be considered (as Gary Moore has stated), and also the actual operations. Without knowing the actual turning movements and distribution/direction of traffic, it's hard to say if an at-grade would even work. So what's better...the existing configuration, or an mammoth intersection with dual left-turn lanes? That's not good for other road users such as cyclists and pedestrians.
