So if we plug these numbers in using a round number of 500,000 for population, for simplicity:

1% cycling = 5000
4% walking = 20000
10% transit = 50000 (these people must walk or cycle to/from the bus stops!)

That is 75000 people who do not drive. Not including the regular drivers who go for a jog/walk/bike-ride/etc. I don't know how to factor in stats for mixed-mode trips but you get the idea, that is not a small number of people who do not drive.
