Absolutely. The roads at that time were meant for horses and buggies. When cars came along they had a tough time finding places to drive. Places had bylaws to protect citizens from these monstrosities like requiring someone walking infront of them with a lantern to warn the town folk. Times have changed a little since then if you haven't noticed.

That is one of the primary differences between North America and Europe, our road system is so much different because so much of our urban areas have been built since the advent of the automobile.
