It's a good assumption to make. There isn't going to be an exodus from the West Mountain, or a reduction of traffic from it anytime in the near future. If anything the West Mountain may experience a higher volume of traffic as Mohawk and the new hospital continue to expand.

Bike lanes, inner city transit and walkability are mute points in this case, because we all agree that the majority of the traffic is coming from/to the highway, which is the destination. People don't walk or bike to get to the 403 and what local traffic that does use this area is minute compared to people accessing the highway and utilizing the access.

Unless you have a major reason for someone not to live in nice area of Hamilton for far cheaper then Burlington or Oakville, and simply commute to work. Traffic isn't likely to disappear.

Even more so when your alternative routes are 4KM+ extra via the LINC, going through James St.'s hospital zone/lights or taking the Clairmont, quite a ways out of the way and dealing with two lanes on King St. Now a case could be made for directing traffic away via a better business environment in Hamilton or GO transit expansion, but that's an entirely new argument.
