You can't design a street as a multi-lane 60 km/h thoroughfare and expect drivers to go at 30 just because of a posted sign.

Indeed. That stretch of Cootes Blvd. which Pxtl notes is a perfect example: a few hundred meters of four-lane, limted-access divided highway with a 50km/h limit. It takes extraordinary attention to stay under the limit there because it feels safe to go much faster.
