There is no question cycling offers tangible health benefits, which is why I am for upgrading existing leisure exclusive cycling infrastructure (trails, parks, etc) and pedestrian infrastructure as walking also provides tangible health benefits.

People who walk or cycle for fun might cycle - what? - an hour or so a week? People who cycle or walk to work, to school, to the store, to the pub will spend much more time doing so, I dare say.

Cycling in parks is just not the same thing at all as cycling as part of everyday life. I have a hard time believing that you are in earnest when you suggest paths in parks in place of bike lanes on roads.
