the dangers of open data! need to check your math!
article tells us that
0.152x - 0.146y = 19,000
where x = population of children in 2008 and y = population of children in 2009
if we assume that x = y (necessary based on information provided to solve the problem) then,
0.152x - 0.146x = 19,000
0.006x = 19,000
x = 3,166,667 = total population of children
Thus, the number of children STILL living in poverty is
0.146x = 0.146 X 3,166,667 = 462,333
