Some people say they're (the province) going to pay 100% of the capital costs. What does that mean? Nobody knows what that means, so how can someone who purports to be caring about the poor arbitrarily impose tax increases on their humble houses of say 7, 8, 9, 10%?

Let's not forget the beginning of the paragraph, where the mayor admits he doesn't know what "capital costs" are. Aside from that - they, as council, have the ability to raise their chunk of the funds however they see fit. If anybody would be "arbitrarily" imposing tax increases on the poor it would be them.
