But, if that is the section of the Act they are relying on it would seem to require the docks be a "work of defence" and more specifically the Biox plant would have to be a work of defense...
I'm half tempted to suggest a group of 30 us or so- a good mix of young, old, families etc. - go down there and start taking pictures of each other in front of the Biox plant to see what happens...
