"The neighbourhood is mixed residential, commercial and industrial;"

Barton and Tiffany? I don't see a big difference from IWS

"The proposed site is a contaminated brownfield that no private developer will touch due to the financial risks associated with remediation."

So is IWS post-mothballing, not for remediation but for lack of neighbourhood prestige

"Remediating the brownfield would unlock all of the properties adjacent to it, which are now depressed in economic value due to their being located next to a brownfield."

that can happen without a stadium

"The location has tremendous potential for dense, mixed use development and increased value."

yes, moreso without a stadium. With a stadium the only opportunity for development is via a 'Venetian cap.' The WH is much more hemmed in than IWS.

"A number of serious developers have expressed serious interest in investing there."

Exactly. They'll be there anyway.
