Leaders of all sorts in this town constantly complain about the image problem. But what do people see when they come here? Poverty? Polution? Empty buildings and endless suburbs?

There's only so much that can be done about an image problem which does nothing at all to solve the problem.

At some point we need to abandon the 19th century notions that crippling poverty engenders a thriving business community. And while it's easy to poor-bash and blame the problems on "crackheads" and "criminals", there's a much clearer reason this is true: poor people, by definition, do not have much in the way of spending money. And that makes servicing that community really hard from a business point of view.
