You're limited to two terms as president, but you could serve as a senator or congressman for life. So we could have a permanent council that is replaced only as they die, and a mayor limited by how often they could successfully get re-elected? Does anyone imagine a preferable definition of "properly"? Mightn't three terms in any position be enough?
