"I assume term limits done properly mean that once you're done, you're done. You don't see George Bush running for President again. Or any other ex president."
You're limited to two terms as president, but you could serve as a senator or congressman for life. So we could have a permanent council that is replaced only as they die, and a mayor limited by how often they could successfully get re-elected? Does anyone imagine a preferable definition of "properly"? Mightn't three terms in any position be enough?
