actually, there's more to it than that. Namely:

The Cats wanted the city to work at acquiring/assembling that 100 acres for them.
The $15 million the Cats had offered towards stadium construction was contingent on the city assembling the 100 acres
The $15 million wasn't actually coming from the Cats. They were going to apply to upper levels of government for some sort of sports infrastructure money to come up with that $15 million. In other words, once again, you and I would be paying instead of them.
