I agree with the proposed law in principle but I worry that this is too subjective a measurement. How can an officer attest to the failure to give 3 or 5 feet given his viewing distance, angle, and the speed of the vehicle/cyclist?
I would prefer to see the law state that the passing vehicles driver-side wheels have to be clearly in the other lane. It accomplishes the same thing but it makes it much easier for the police to observe and testify to.
