In all fairness, historically, surface LRT lines gennerally have relatively minor cost overruns compared to many other megaprojects of similar financial league.
Currently, at the momennt, all Ontario LRT projects (ION LRT, Crosstown LRT, Confederation LRT) are all either presently on-budget, albiet some of them have been eating well into their "reserve" for unexpected expenses. If they go over, it will probably be only slightly (e.g. a few percent) which is far less of an overrun than the LINC/RHVP cost overruns for the expressway; and people still wanted it built anyway.
Many underground projects (e.g. subways) on the other hand, is another cost-overrun nstory altogether.
