One nitpick. "They predicted a need by the 1980s, when they imagined the population exploding to half a million citizens (we are estimated to currently sit at over 560,000)" This was a population of half a million in the Old city of Hamilton ALONE, not counting the populations of Dundas, Ancaster, Stoney Creek, etc, and certainly not counting Flamborough.
