That's right: cost recovery is predicted to be 89% (still excellent) taking into account running both LRT and the buses. I think everyone agrees that continuing to Eastgate would have been the ideal solution but its hard politically when the ward councillor was adamantly opposed and the Province wanted to connect to West Harbour.
The predictions for ridership are, however, very conservative.
Note again that overall cost recovery on HSR is only 50% and most transit systems run at something like 35% cost recovery.
