By not planned, I think Ryan means that the details of the alignment have not been finalized, the street modifications during and after construction have not been decided (the traffic modelling has not been done), and the temporary re-routing of buses has not been decided.
Also, ridership patterns will change after the first phase of LRT has been finished and running.
It is pretty hard to know the impact on ridership until these data and information are known/decided. Once these things are known we'll have a better idea of the impact on ridership.
In any case, we are talking about an event over ten years in the future (at best). There is still not even an approximate date for the design and EA for the extension, let alone construction. It is just a line on the map right now. There will also be a lot of development along the line which will change ridership patterns.
I don't understand how you can be so certain it will have a significant impact on ridership. And it is premature to be worrying about this now when so many factors remain unknown.
