Found the PDF that studied 30-minutes versus 60-minutes, it's the 2011 Niagara ESR, Appendix E:

The takeaway is that a rail-to-rail grade separation is not necessary for 60-minute service, but will probably be necessary for 30-minute service. This is recently reaffirmed in the RER Business Case April 2016, Appendix A, page 12, in this new document:

This also mentions Hamilton electrification as an area of study (presumably after 2025). Also, about half a thousand pages (total) worth of Metrolinx RER documents released as of April 2016, linked from:
