Even if your take-away from this is that you have to wait 40 years for the property to really be worth something? We have to start somewhere. If everyone sits on their investments waiting for it to increase in value nothing will happen. The dam has to break at some point.

Are we certain that a private developer will not build something good? Maybe apartments ranging from affordable to high end with commercial on the ground floor. Maybe a bit of green space as well?

Get a good development in there. Something that creates a buzz and the whole area will start to flourish. What I learned from the Vancouver example is that if a developer can get land at a good price he/she might build something on it and, chances are, 40 years later it'll be worth 50 times as much.
