Highways or Carbon Tax?

On Friday, I saw the following two news stories from the Hamilton Spectator's website; in fact, they were side by side:

Ontario is spending $3.5 billion on highway infrastructure (we all know that adding more lanes reduces congestion and pollution), while Quebec is implementing a carbon tax on gas and oil companies. The billions that result will be used on public transit.

Hmmm, with prevailing winds in this part of the world being generally from the southwest (they are today as I sit in my backyard and write this), Quebec might want to figure out a way to charge this carbon tax to Ontario due to the current and increased pollution levels that will be blowing into their province from here.
