As I've commented earlier, the actual studies show that it is aggressive driving (rapid braking and accelerating) that increases pollution and fuel consumption, actual speed (e.g. 30 or 50km/h) and (gentle) start/stop are not significant factors at urban speeds.

In addition, modern cars (e.g. BMW and volkswagen) have auto-stop technology which automatically cuts the engine when the vehicle is stopped for more than a few seconds, which has also been shown to significantly reduce fuel consumption and pollution.

Not to mention the fact that higher speed free-flowing traffic encourages motorists to drive further and make more frequent trips.
