That may be the case. We don't know until we put out the RFP. The great thing about this is that it won't cost the city any money to solicit proposals.

Very true.

The proposal is by no means risk-free for the developer - $650K just isn't enough money to take away the risk of a grocery store - but it is pretty close to risk-free for the city because we don't pay unless a developer delivers the goods.

Sorry, I meant the condo developers who are saying, "Yeah, great, let's have a grocery store!" not the supermarket developer.
