Ryan you are completely wrong.

Businesses are not just interested in the development. They are interested in ALL costs, including opportunity costs and potential risks.

What is the cost of lost profit and lost competitive edge b/c it takes 2 yrs longer to get a brownfields off the ground as opposed to greenfield?

Longer construction/development projects result in increased risks/opportunity costs such as: potential loss of market share, labour disruptions in construction industry, higher financing costs, unexpected remediation costs, etc.

In construction, you want projects to be build as soon and as fast as possible. It eliminates the risks I mentioned above.

Brownfields have significant costs, if it was cheaper more businesses would be utilizing them and we can clearly see that they are not.
