That's an excellent point. There is a limit to how effective transit can be in low-density development - especially in the prevailing "spaghetti" street layout of postwar suburban neighbourhoods.

However, the City already has the BLAST plan to build up high service levels on express routes serving the entire city, and this seems like a good place to start in terms of deploying new transit service. It also begins to incentivize transit-oriented development along those identified growth corridors, which helps to make transit more cost-effective in a nice positive feedback loop.
