The Ticats had no problem with the West Harbour through the entire process of selecting a preferred stadium location. They attended all the meetings and had literally years to raise any concerns they may have had about the selection process.

Instead, they smiled and nodded through the process and waited until after the process was finished, the stadium location finalized and the Pan Am bid accepted. Then they went public with a cynical, divisive last-minute demand to move the stadium to an isolated location next to the highway surrounded by parking, so that they would be able to mop up 100% of all direct or indirect benefits generated by the stadium, and to hell with the city's goals of community building and economic development.

They waited until the last minute to put maximum pressure on the City to cave into their demands. Have no doubt whatsoever about what went down: this was textbook Pro-Sports Extortion.
