Exactly. I get why the city has the Wellington/Victoria pair designed as a massive highway - it connects the Burlington Street fast traffic to Cannon/Main 1-ways as well as the Clairmont Access - basically part of the eastern leg of the King/Main truck highway, plus the Clairmont connection to it.

But the traffic doesn't match the theory. When they had Victoria and Wellington closed down to basically 1 lane to dig up the underground for sewers and whatnot? Well, it sucked... but it wasn't gridlock. It was normal-city traffic at worst. A huge step from the normally-extreme traffic thundering past the homes along these streets.

It's sad that the city appeared to notice the problem at the absolute tail end of the work being done. The final steps added some wonderful pedistrian/bike improvements to the nortern-end of Victoria, but the rest of these two streets just got a straight no-improvement rebuild.
