There are no liability issues given the city follows a proven model. All of a sudden they are worried about getting sued by cyclists? If this was a real concern, the main street bike lane on the 403 wouldn't merge into a goddam highway offramp.
There is literally no risk to the city in implementing a bike share. And my understanding is that it won't cost us anything. The reluctance of council to move on this is truly baffling. Actually, it's not really baffling. It's totally predictable: a perfect example of precisely how useless they are. They are so paralyzed by the fear of losing a vote or two that they refuse to make ANY DECISION or do ANYTHING PRODUCTIVE.
