I have no problem with the C5 zoning. What I have a problem with is people who decide to ignore zoning laws and simply proceed to do whatever their little hearts desire. Then they whine and complain when the city shuts them down. There certainly needs to be municipal control to a certain degree. Beyond basic zoning laws I just believe that the city needs to tread lightly and carefully. Telling property owners what they can and cannot do with their buildings can have a huge detrimental affect.

Instead of the city choosing to designate a building as a "heritage site" and tying the owners hands I would much prefer the city to reward the preservation of buildings that are special. Giving owners a portion of the costs to keep the buildings looking period for example. This would entice investors to buy and renovate those buildings were it is truly worthwhile. The system that we have now were the city or province simply designates the site and puts all the costs and burdens on the owner is ridiculous and counter productive.
