Seancb I think you're making an error with this line of reasoning. There are two phenomena being described: one how helmet laws reduce cycling rates leading to greater risk. Two that helmets cause drivers and cyclists to behave more riskily. The first is a very strong observation, the second not so much - in the sense that it doesn't demonstrate clearly that the risks outweigh the benefits.

What I'm saying is it's important to keep the helmet laws issue separate from helmet wearing - frankly it sounds silly to suggest that because a football helmet would do more good you shouldn't wear bicycle helmets.
