How about the guy looking at his phone when he hits you pays the medical bills whether or not you were wearing a helmet?

What if you were standing next to your bike when you got hit? Should you have been wearing a helmet?

And what if you had just locked your bike up and were walking the rest of the way to your destination when you got hit. Should you have kept your helmet on?

And what if a football helmet or a motorcycle helmet did a better job at protecting you than a bicycle helmet? Why weren't you wearing one of those? Don't you like safety?

And what if you get hit by lightning? Why weren't you wearing your lightning rod beanie?

Gee I wish you'd just accept that lightning rod equipped football helmets should be mandatory for all citizens as soon as they step out of their cars - it's the safest thing for all of us.
