Locke Street was classified as an arterial (I don't know if it was minor or major) until the early 1990s, when the local councillor fought successfully to have a stop sign installed at the corner of Charlton - over the strong objections of the traffic engineers, who protested that this was going to be a disaster that would back up traffic and increase the number of accidents.

When the sky didn't fall, local businesses started organizing and coordinating their efforts to improve the street. The city helped by installing another stop sign at Herkimer, established all-day curbside parking and a pedestrian-activated crosswalk at Tucket.

I can't imagine that anyone would argue Locke Street was better in the early 1990s as a designated thoroughfare than it is today as a neighbourhood centre.
