Interesting appendix, though more because only developers' opinions are cited and provided. Maybe existing businesses would be just as positive, but it would be nice to see emails from them supporting the subsidy.
As important as it is to chase the next investment, I would put far more weight towards the responses of existing businesses than on the speculation of rah-rah developers.
