LRT can indirectly slow down city life by encouraging dense urban development. But its direct effect is to speed up travel within a city.

You guys are seeing a contradiction where there is none. Ryan's point is about the speed of _automobile_ traffic, not transportation in general. Two of the other items on his list (subways and bicycles) both speed up travel relative to competing modes of transportation.
