Enough cities didn't follow the prevailing policies of the 1950s (and '60s, and '70s and '80s) and also didn't suffer the prevailing catastrophic urban declines that I feel pretty comfortable blaming the policies for the outcomes that followed from them. I'll add that many cities which followed those policies for a time eventually reversed course by the '70s, '80s or '90s, and their downtowns' fortunes have similarly reversed course following those changes in policy.

Cities like Hamilton that remain committed to the failed policies of the mid-20th century into the second decade of the 21st century will inevitably continue to experience the predictable results of those policies.

It's not really that complicated.
