I think you and I have a very different definition of cost.

Not being able to secure financing would be a very significant cost to any development in my book or to any other business person.

Further, if they are unable to get financing for a brownfields project it is probably because the lender feels that he will be unable to get his money back (i.e costs of the project too high, ROI too low etc.)

I'd love to see brownfields redeveloped but you have to accept the fact that economic development policy centered around brownfields remediation will leave you dissapointed.
