This is a "Traffic Engineering" comment, so bear with me, but the North/South phase of this signalized intersection will always be short owing to the disproportionate volumes of traffic travelling East/West vs North/South at this intersection.

It would be wise for concerned citizens to either collect hard data on speeds in the area of the intersection or to request that the city collect said data. A legitimate survey which shows that speeds are as high as suggested by the author will carry more weight than anecdotal evidence. The same holds true for the "daily near-misses" which the author mentions.

I'm not denying that this intersection requires a re-think, all I am suggesting is that it would be better to offer concrete evidence as opposed to perceptions.
