"Let me add this to Neary's observation"

Translation; let me distract from Neary's observation. Councilors representing 60% of residents opposed the fare increase and councilors representing 40% of residents supported the fare increase. So of course we got the fare increase.

"What does that tell you?"

That the mayor comes from the suburbs and has a tough job trying to balance the competing interests of the suburbs and the city. He's against fixing area rating because it's too "divisive" so he leaves himself no choice but to support a fare increase.
