Yes, the O-Train did get a waiver but they still took 5-6 months to make sure the boys and girls at the National Capital Railway were put through there paces (The National Capital Railway is a wholly owned division of O.C Transpo and a federally regulated railroad). It got special permission because there were less than 3 freight movements a week on the line and they were mostly night and early morning trips. Although, I personally saw one freight going down the line passing by at Greenboro station one afternoon a couple of years ago, delivering a rail vehicle to the rail testing facility at Leitrim (it was one of Toronto's new Streetcars).
