The '40 years' referred to the publicly developed South Shore of False Creek, which has been wildly successful and extremely popular with residents in the intervening 40 years. It didn't sit empty: it was all developed (to medium density) in the mid 1970s.

People knew that Li Ka-Shing had got an amazing sweetheart deal soon after the land was sold in 1988. And the Province lost between $150 and $290 million on the deal (not including the potential loss of selling low).

Which was the better approach?
