Blanchard has no plan to install any "sort of large office/retail complex that Blanchard wants to replace his heritage buildings with". He wants to knock the buildings down to reduce his tax responsibility and then just speculate on the property. The office/retail complex he mentions are simply a red herring to make demolition approval more likely. He doesn't care a bit about heritage, as great a guy Jeff is he's also part of the community and wouldn't dare say something disparaging about one of his gatekeepers. Speaking of which, that's what developers are to the City, and that's why they aren't listening to residents. If we want to make any real progress on issues like this, we have to find a way to shift the balance of power. I would imagine that could come in the form of a wealthy resident making a challenge of municipal or provincial law to a higher court, certainly an endeavour too expensive for ordinary folks with low to middle class income.
