They should set up a crack-for-your-stuff exchange program, where you can take your car stereo, the cd's you normally keep in your glovebox, or your bicycle to the crack house in return for some rock.
That would eliminate the middlemen in the current economic system, where crack addicts steal your stuff, sell it in pawn shops, and use the money to buy crack.
In fact, the ability to directly exchange your belongings for crack would open up new economic opportunities in the city and reduce crime: if I exchange my bicycle for crack, I can then sell the crack to a crackhead. This means I get good money for my bike, the addict gets their crack, and no one had to steal anything.
It's a win-win situation for me, and for Hamilton.
