Almost strikes me as being a remnant from the old 'Strongmans Road' mountain access, but I'm not sure.
Wow, I didn't know they closed the gap in the barrier at the top. It's been there my whole life.
An even bigger embarrassment is that a two-lane freeway exists there for what, 23 cars an hour?? Pathetic. This is the stretch I mentioned having one full lane turned into a multi-use path connecting Fennell Ave with Hunter Street bike lanes (if we ever finish the Hunter bike lanes to Wellington).
