I remember that. I have no strong opinion about digital billboards, so I'm not sure if that would be a bad deal or not.
I wonder if residents of the neighbourhood- who are also patrons of the tenants in the plaza- wouldn't be better served by engaging with the owners directly somehow. City staff are probably no going to accurately represent residents' interests. Maybe a more grass roots call for basic pedestrian infrastructure (crosswalks in front of the store, and sidewalks adjacent to the driveways- the basics) would compel them to make a change.
